Needing a J-O-B gets an undeserving email

For those of you who don't know, I am attempting to make the very scary move - Chicago -D.C. Being from the midwest, the scary, political, pertentious maze of Washington scares the bejesus out of me. Not to mention, I need to somehow work out a job transfer, which is no small deed. It means I need to call up managers, and beg, plead, and coerce them to take me on their payroll. And of course what comes to the rescue, but WISCONSIN! Yeah you know me the ultimate sconiphile. Anyways my supervisor at the state who I worked with volunteered to send out an email to his contacts at my agency and this is what he wrote: I would like to share a little of my good fortune with you as an opportunity for you to pick up a great employee. From September through December of this year, it was my distinct pleasure to have an [agency] employee on detail from the Office of [joy's work] on detail here in Wisconsin as a part of her career development program. [Helms-a-lee]is now looking for a detail in Washington as well as seeking a position given that the initial career development is ending. As I understand the situation, this means that if she gets a position two months of the salary expense would be covered as a part of the career development. Based on my experience with her, that means that someone is going to get a bright, creative and energetic employee with a potential budgetary bonus for the program that selects her. For the three and half months that [helms-a-lee] was with us, I came to understand her ability to get work done but more importantly making sure that work produced results. I was continually impressed with her creativity in completing tasks quickly and employing that creativity to often surpass the results obtained by seasoned and very capable staff within the program. During her time here we also benefited greatly from two very important attributes. First, her ability to constructively question both process and results led to changes that have now supplied us with more reliable and actionable information to build performance-based programs. Second, her energy and self-confidence helped us remember how to have fun with our work and have a deeper appreciation for each other as a part of a team. Both attributes are rare and, when found in concert, can make a real difference to a team and to the projects undertaken by that team. That energy and self-confidence also fostered conversations across program boundaries that simply wouldn't have happened without her.
If you have a chance to select [helms-a-lee] for one of your existing vacancies or to consider her talents as you are crafting positions, I can assure you that your program is going to see benefits. I cannot begin to understand all of the nuances to filling positions, managing employment "details" and assigning costs within EPA. I can tell you as you work through all of the incumbent issues with managing, [helms-a-lee] is someone who can make a real difference when she is a part of the team. She did here and I know that she can make a difference for the fortunate program that finds a place for her.
